त्रिःसप्तकृत्वः कुपितो निःक्षत्रामकरोन्महीम् ॥१

Avataare Ssoddashame Pashyan Brahma-Druho Nrpaan |
Trih-Sapta-Krtvah Kupito Nih-Kssatraam-Akaron-Mahiim ||1.3.20||

Meaning:
1: Sixteenth in the line of Incarnations, the Lord (incarnated as Parashurama) seeing the Kings hostile to the Brahmanas.
2: Becoming enraged, thrice-seven times (i.e. Twenty-one times) he made the Earth free from the Kshatriyas.
