Lord Brahma directing Parashurama to Lord Shiva
Shiva Loka: Lord Brahma directing Parashurama to Lord Shiva:
(Brahmanda Purana - 32)

Meditation: I meditate on the
Parashurama Avatara of Lord Vishnu.

Parashurama meeting Lord Shiva: Directed by Lord Brahma, Parashurama went to Shiva Loka. Vaikuntha Loka was on its right, and Gauri Loka was on its left. Dhruva Loka was beneath it. Parashurama went in the presence of Lord Shiva after getting permission through the gatekeepers. He then eulogized Lord Shiva. Asked by Lord Shiva, he told his purpose and vow. Devi Durga laughed and said that it was a daring rashness since Kartavirya Arjuna, the king with thousand arms, who defeated even Ravana, had the kavacha and shakti of Lord Vishnu. Only Lord Shankara can make it happen. Thereafter, with the mutual consent of goddess, Lord Shiva granted Parashurama various weapons along with the mantras (Trailokya Vijaya, Nagapasha, Pashupata, Brahmastra etc.).
